Pretty much, what I stated above. These are small, very inexpensive and will give you more headphone outputs when you need them. So far, I haven't experienced any problems with those boxes and I have two. I haven't compared their sound with other similar products since I don't expect them to offer the best specs. They do, what they're supposed to with no hussle.

rather cheap and looks sturdy but in a year or so left channel disappeared to be amplified and transmitted.

We got this headphone amp as a budget initial solution for in-ear monitoring in our rehearsal room. It does what you expect it to do.
It has one input and four outputs.
Pros:
It is remarkably sturdy as we have already pulled and knocked it off the table dozens of times and it is still fine.
Cons:
Unpleasant crackling noises when the input is close to BUT NOT clipping.
Its heavy duty but the connectivity is poor
You can't use this with most headphone interfaces since they are 1/4 inch instead of Unbalanced connections. Guess what connectivity is most Headphones??

Get's the job done and sounds great at a low price
I use it for 2 different crappy mono speakers (mix referencing), and also for 2 headphones.
It then goes into my Focusrite 2i2 headphone input.
I can crank it up to the max (on the 2i2 AND the HA400) and it still sounds amazing on every single device.
I don't even hear no cracking or hiss when I do this.
Honestly I did not expect this for the price and Behringer reputation.
This little device added much efficiency to my workflow.
I have no complains about it, because it's worth the money.

Does the job
Its useful when you're recording with a couple of friends at home. The sound quality doesn't drop that much. Easy to use. But don't forget to get a stereo TRS cable for output.

Great quality
I use this amp so that my friends have their own volume for their monitor in my home studio. It's surprisingly noiseless. Great quality for this price, I definitely don't regret buying this amp.
